Some people just look very young for their age. I watch a lot of gymnastics and ice-skating, and it's common to see 15 year olds that look 10 and such. (It is easier for them- they haven't become bigger and heavier, causing them to not have to work as hard to leave the ground.)

I agree with everything Ameria said. Also, Ginny is portrayed as being a little girl (even younger than 10) in the first book... so maybe that's why they hired her.
